That explains why in Origins and Knight they used the same character model for Black Mask even though in City he's supposed to have the mask burned onto his face.

Why are the designs of the saga so inconsistent? Like, in Arkham Asylum the Scarecrow is a fairly short and high-pitch voiced man and in Knight he's extremely tall and with a very low voice.
