Way I see it, Wanda's biggest problem is that there's a shitton of writers and fans raised on Disassembled/House of M Wanda out there for whom the status quo is that she's a ticking insane magical bomb filled with disdain and loathing. So any attempt to push her would first have to deal with that. Robinson's ongoing is doing a decent job of rehabbing her, but she needs to carry that into a bigger spotlight. So ideally, have her star in a big event written by someone who actually likes her and has read her written by, say, Busiek, and hope that it revitalizes her image.
And of course, through it all, you'd have to keep Bendis as far away from her as possible, because the dude is just petty and vindictive enough to write her in one of his own series the same way he's always written her: like shit.

The problem with your concept is that Carol did never have a large fanbase, either.
Mass appeal is a fucking stab in the dark.
And they also rewrote the entire character to try and make her heroic. Which really didn't work out.
And people were not too pleased as far as comic readers go with her getting into everything.
At the end of the day Carol is a bland character and weakly motivated protagonist.
As we have seen in any book she was in.
She mostly just reacts in rather non-committal ways when she doesn't fuck everything up.
She pretty much drowned in A-Force because everyone had more personality and better motivation.
Especially Nico, Dazzler and Singularity. Also Elsa in the last arc. But few come with that much attitude.

Wanda is such a great character when done right, and she manages to be powerful without ever being a Mary Sue, that she learns her powers over a long period, not in one issue or arc.
