Basically, the difference between the Bernie rate number and the Trump number is Bernie's number was an actual statistic that his campaign provided to Politifact, while Trump's didn't provide any source despite being asked. Sanders also specified the age range 17-20, while Trump just said "youth".
Bernie needed to just add "unemployed and underemployed" to his statement and it would have been 100% correct, Trump had to add "underemployed", "between the ages of 17-20" and even then the number is wrong. Or he could have been talking about the unemployment ratio, but that is vastly, vastly different than the unemployment rate as it includes people like high school and college students.
