Seems like they will address why her hair is back, since when Finn sees it she goes "Surprise"

Animation appears inoffensive enough. Characters seem to look alright. No clue who the dark haired chick is but she looks pretty. Sick of this obnoxious commercial narrator but that's obviously not part of the show.

I just hope it isn't a very "childish" cartoon. Like, Lion Guard isn't exactly a pre-school show, but it's a few pegs there. I'm hoping this ends up being more like the Hercules or Emperor's New School show where it's just harmless fun rather than constant life lessons about treating your friends right like Lion.

I can guarantee you right now that it is most certainly NOT 2D. Mercury Animation, the studio that works on The Lion Guard, apparently came up with a method of rigging three-dimensional figures and then placing their animated assets on top of the models. It's why The Lion Guard has such a smooth look to it. And now Tangled will, too, because it's animated by the same studio.

What people generally mean when talking about tweening is basically when movement between key frames are more or less automatically generated. Pre-made character models will also contribute to a "tweeny" look.
Technically though, tweening happens in all kinds of animation which makes use of key frames.

When talking about frame-by-frame it means the tweening as well as the key frames are made by hand (take note that "by hand" doesn't necessarily mean non-digital)

Tween animation is clearly identified by the spacing between object's movements appear evenly spaced, even more so than a trained hand drawn animator can pull off. It's synonymously also sync with the typical "puppet model" characters to make generically, one perspective drawings that portrays a very flat artstyle, aka, Johnny Test after Season 1, and many other similar cartoons like it.

In very few cases, it's really hard to not tell when something is done "Flash style" based on how the animation is done. If everything seem to lack "3D space" (think of the old Disney animations for example) and looks like movement simply goes left to right, up and down in a smooth, near rubberbandy way, it's usually tween animation, ala, "Flash style".
