I recall Brevoort saying on his Tumblr (which he's no longer updating) that he asked Busiek to do a story for some special but it fell through because he couldn't get the artist he wanted to work with.
I don't know if that's the 75th anniversary special but this time he was able to work with Bagley so that might explain it.
Okay, Zubbolts has been crap but this is a nice thing and I am glad to see her back, so at least Zub was good for something I guess.
Also this means we'll likely see the Bolts actually get written well for one issue.

But with the way he has been written by Spencer I can't see how he can get the Masters going unless he is teaming up with Steve. Which on the other hand doesn't really fit with Spencer's comments about Zemo having a rough road ahead of him and that he is in a personal mess that's only gonna get worse.

I doubt the book will make it past issue 12 if it doesn't already get cancelled at 10. And quite frankly with that art and writing it deserves to get canned; the writer, artist and editor are all bad and need to go.
But we are at least getting some worthwhile things out of this book with the return of Jolt and 6/7 of the original T-Bolts back together and ready to be picked up by a better creative team.
