Thing I loved most about that Injustice issue was that Eel didn't even want the other prisoners let go, he just wanted his son. All Supes had to do was bend the rules that he'd already broken and he wouldn't have lost an entire prions worth of super powered inmates.

Lets give you a power creep version of mindblowing fuckery to explain what you are dealing with. Plastic Man can assume virtually any shape, even complex or electronic devices, he could become any physical thing. So lets say he turns himself into something really fucking nasty, like a giant space age bomb or something. He blows himself up to prove a point and takes out a city. Well he can come back from any atomic pieces of himself, literally anything that exist of his atoms, he can reform from. Pretty fast. So he rebuilds himself, and makes.....another...fucking...bomb.
Because he's bored.
Stretching. Stretching doesnt quite cover it.
Batman in one comic flat out told Superman that Plastic Man scares him more than any of the other hero's. Superman is scared of Batman. But fucking Plastic Man keeps Batman up at night in a cold sweat.
But, he's too freaking goofy and weird to ever be "evil". Even if he's criminal then he's just kinda goofing off. If something ever made him snap, really fucking snap. It would take a really creative writer to wrap that up properly without the whole Justice Universe having to job it.

Most of those you can get for free because they are not copyrighted. Unfortunately, that means they are also not going to ever be available in digital.
At some point, DC might get around to putting out a nice archive edition and also sell a digital, like they just started doing for Supes and Bats, but they haven't even done it so far for Captain Marvel/Whiz/Marvel Family, so who really knows.

He wants to save the bank from being robbed by some idiot thematic "supervillain" and his hairbrained scheme, alongside a happy-go-lucky sidekick by usining an even more hairbrained scheme. Then he wants to be thanked by the chief of police and reciece the key to the city from the balding mayor, But he's trapped in DC's gimdark world and he'll only ever show up if there's shenanigens to be had, if he's literally the only person who can help or if it's personal.
