The problem is that in order to avoid uproar the cast absolutely has to be all Chinese.
Which means there's limited opportunities for them to put any A-list star power in the movie, which is generally considered a necessity for tentpole movies like this.

Paramount is full of old-guard Hollywood people, they have no perception of the current cultural climate and cast Scarlett Johansson not for SJW reasons but quite the opposite, because they felt they needed an A-list white woman with boobs to get middle America to watch it, basically because they felt a Japanese lead wouldn't sell.
