This is horrible. He looks like the sort of twat who would be in a boy band or a teen rock band. He'd probably be the rebellious one or something, and boy band-tier rebellious is not what Dennis the Menace should be.

I really like how, up until at least the 90s, and especially in the 70s and 80s, British comics and cartoons had a real rough around the edges, dirty feel to them. This pretty much applies to all forms of cartooning, be it for kids or political cartoons, we really embraced a sort of idea of ugliness (infer what you will on how that reflects on the British). Think of the Beano, Gerald Scarfe, Quentin Blake, Watership Down and Plague Dogs, even Raymond Briggs' stuff. But along comes America with its media steamroller and they have such a stranglehold on the world's media, especially having cornered the market in CG animation, that even the artists who aren't actually connected to it look to America's smoothed off, soft, toyetic animations and say "that's how it should be done". Cultural identity in art barely exists any more. So now we have a Dennis with no British charm whatsoever. Do these people have no integrity? If you want things to be noticed, it's because they stand out, not look like everything else.

At least we still have Aardman.

In fact, all channels that produce Brit-made shows or teleplays get some public money, because it's all actually produced for them out-of-house by arms-length companies, which are eligible to claim tax relief and all sorts of shit. Doctor Who was part-produced in recent seasons with money from US taxpayers - by claiming relief on costs after spending an appropriate portion of its budget in the US.

That's just how tv and movie production works, of course. Tax breaks are simple incentives. It's why Star Wars is made here.

What we do have is a lot of media owned by Rupert Murdoch and a select number of other, lesser billionaires, all of whom are keen on seeing the BBC privatized as it "unfairly" competes with their own privately-owned media, such as the Sky network (the equivalent to FOX). That would amount to the same thing, because there's no other (or fairer) way of funding it as public, ad-free television. The license fee is direct taxation on those who use the service (as the license fee also covers other aspects of broadcasting costs besides programme making, but is also paid directly into the general taxation funds before being passed back to the BBC, and thus a shortfall or windfall in any given year doesn't directly affect the ability of the BBC to function). There are very few hypothecated taxes which are actually fair; generally they're used to exclude users from a given service rather than provide it for everyone for free (albeit in the limited form that radio provides).

Making it a non-criminal offence to fail to pay the license fee while using services (such as broadcast television) which rely on it risks mass non-payment, as it essentially becomes a penalty-free system. Most people, it has to be said, probably would continue to pay it, for the time being - but there's no guarantee.

Making it a civil offence, ie, leaving it open to government (rather than the BBC, which is a recipient but not collector of the tax) to sue individuals makes a nonsense of both criminal and civil proceedings and would, counter-intuitively, push up the costs of recovery. Non-payment currently incurs a fine which in most cases is purely symbolic; it doesn't cover costs (being generally less than £25 for a first offence) and doesn't come close to covering the unpaid license. Fined individuals aren't required to purchase a license - if they don't watch tv thereafter.

I think it's a pretty good update of the original, it has it's weak points like they never seem to use the CGI effectively, and it becomes really obvious when they switch back to models for some scenes but I enjoyed the 1st series. Some of it is that people, genuinely, do like different things and if you're funding public television you have to fund all kinds of shit.

Some of it is that in a deregulated system mostly filled with private providers, the kind of employees any public provider can find are going to most likely follow the same limitations they did in private practice, ie, they think good programming is ratings-grabbing. To an extent this is true; as is the continual making of nostalgia shows like Doctor Who (or the Archers). There are other examples of people going from other countries in the EU to the UK, but we also have people in the UK who seek treatment in other countries. Indeed, you are entitled to do so. Payment is reciprocal (as long as you have a valid E111 form) between EU nations, so the cost is neutral.

Most people don't do it, however, because it's fucking inconvenient to travel when you're sick.

Both measures also create extra administrative costs for the healthcare provider.

As far as the elderly go, yeah, they're a pain in the arse, but what are you going to do? Not get old?

Easier to just fund it properly, but for that you also need to not alienate the workforce, which has also been going on for years. That waiting time is as much the recruitment crisis as the coffin dodgers. You could put another £100bn into it this year and it wouldn't bring them down, because we just can't find enough staff thanks to years of wage stagnation and underfunding of basic services in the face of predictable, rising demand.

Of course it would be churlish to point out that all of this was predicted as far back as the 1960s and no government properly admitted it would be a problem, let alone prepared contingencies for it.

Generally the database is just addresses with no known license. You get several warning/reminder letters as well - if you didn't see them, because eg you were in hospital and couldn't pay, that is reasonable and as such is a defence against prosecution for non-payment.

However life is cruel and so we all must suffer. I'm sorry you suffered. My own experience of life without a licence was 6 months of reminder notices pushed through the door, which didn't seem that scary when we were dealing with bailiffs chasing up unpaid bills from the previous five years' worth of tenants. When we finally scraped it together they fucked off without another word, but we still got the bailiffs looking for Mr Smith about his gas bill. Fuck knows what that address did to our credit ratings.
