Probably Manhattan. Though we haven't seen the upper limits of MCU Vision. And he DOES have an infinity stone in his forehead. Thanos once said just 1 infinity stone can make you a god. And of all the infinity stones, the mind one is one of the most likely to affect Doctor Manhattan (also possibly the soul stone and the time stone if it's possible to use it to return him to his pre-blue form).
But I know a guy even more emotionally detached who can beat both of them.

I'm not actually trying to start shit, but after watching One-Punch Man I do find it amusing home much Saitama reminds me of Osterman. Both are basically the ultimate power in their respective universes, and both find themselves incredibly bored now that they have attained said ultimate power.

He punches and doc's destroyed then he reconstitutes or just phases through him, or just nothing happens. Docs does his hand wave thing and Saitama either bullshits his way to life again or nothing happens. It would end in stall either way.

Depends on what the Presence wants. The Spectre would probably get the go-ahead to kill him, though, given that he was complicit in the murder of millions of innocent people. In this event, Spectre would obliterate him. When unchecked by the Presence, he's easily among the most powerful DC characters. He can basically do anything because he commands the power of God.
