I think he just likes to put voices to things that don't fit like you think they would. Brian sounds eloquent and mature which isn't what you'd expect from a cartoon dog, the fish from American Dad is german or something which is another weird one, and that bear from Cleveland Show is- well I don't know what the fuck that sounds like but it doesn't sound like anything you'd expect a cartoon bear to sound like.

It's probably not anything more complex than, "wouldn't it be funny if this character sounded different that you'd expect?".
