It has a lot of Spielberg's trademark sentimentalism and is a little too cute for its own sake at times. It's a bit of an uneven movie, with some bumps, but it's mostly good+.
My advice: seek out the laserdisk rip. It's 480i (turns to 24p with detelecine filter), so the quality is decent. HOWEVER, the reason to get THIS version is that the DVD and Blu-Ray have re-recorded and added voices. Only the VHS and LD releases have the original theatrical cut.

Back then they made movies open matte, which means they animated it within a 4:3 frame because that's how it would be seen on TV and home video but the director/storyboarders almost always intended the theatrical ratio to be the intended version of the movie, with the extra info being superfluous.
Having the open matte is cool and I prefer the 4:3 version of the Peanuts theatrical movies (looks closer to the specials, the widescreen framing feels oddly claustrophobic) but I definitely like Secret of NIMH more in widescreen. It's case by case but I think someone watching American Tail in widescreen isn't missing out (there's a little bit extra image on the sides compared to the 4:3 as well)
