The entire Volume 2 from start to finish. If you don't want to, at least read the Waid and Johns runs. I think Waid starts on #62. But the entire series is worth the read to see Wally's development.

Frankly the last 10 years of the character don't measure up to those stories.

New 52 for the first 30 issues is beautiful but mostly boring and Barry doesn't get proper characterization until his current Rebirth book.

The Johns omnibuses collect his run which I think is like v2 #164-225. They have paperbacks coming out too for it right now. It's good. You might have to torrent if you want the whole v2, I think a lot of it is on Comixology though if you want to pay.

You should definitely read Morrison/Millar and Johns omnibus. Waid's stories will be released at the end of this year but you can find them on comixology.

This is where pirating might be better. Waid's run is like 100 issues and they won't get done collecting it for a couple of years if they even do the whole thing. His run does come before Johns' but the Johns run will finish collecting first.

I believe in the end it will probably be a couple of Waid books, Morrison/Millar, a couple more Waid books, then the Johns books.

Manapul's art for the first three trades of the New 52 run (so about 15-18?) is really spot on, but the story is not as great as it could have been, but I enjoyed reading them.

Start with Flash:Rebirth, then read Flash volume 4 1-12, Flashpoint, then New52 Flash #1-29. Every bit as good as the stuff people are recommending here but with WAY better art and it avoids the trappings of age.
