I think it's more like how Slade treats her as a pet. Rose has major daddy's issues and is pretty much his slave, and every time she does something well he caress her sugestively, in a really weird manner, and tell that she's a good girl.

The whole "I love you, daddy", "I'll do anything, daddy", "I'll be a good girl, daddy", "I beg you, daddy" is also very creepy.

That's something I find weird. I mean, back in the day his own family (+Wintergreen) seemed to be the one thing he wasn't completely amoral about. His beef with the Titans went from professional to personal because his first son died trying to be a cool guy fighting them, and he had quite the issue when his second son joined them instead.
