As art style goes, hard to say, but if I were to asked for my ideas on a Fallout cartoon it would probably be something like:
>Set between Fallout 1 and 2
>Focused primarily on the West Coast
>The protagonist is a Vault-Dweller, going around and helping others where he can.
>He kind of sucks in a fight and often relies more on being smart, sneaky, and using speech to overcome conflicts
>Really seems to be reluctant to fight and prone to freaking a little
>He's actually a shellshocked ex-raider and recovering chem-abuser who kidnapped a young vault dweller, after failing to sell them and the two getting lost, he was forced to go through withdrawal and in a base encounter with some "power armored mutant" basically watched the VD kid get butchered. They took up the dweller's name and pip-boy in their memory.

a lot of fallout comes from black comedy and violent combat, so it would be on adult swim or similar adult oriented tv block, unless you can divine a way to make it TV-Y without becoming MK:defenders of the realm

I recall one of the times a Fallout thread survived on /co/ long enough to generate some decent conversation someone proposed a Vault Boy cartoon series where he deals with the (totally theoretical and not suspiciously wasteland accurate at all) problems. Supposedly to teach the kids what to expect on the surface, etc.
Obviously the Vault where all the Cal Arts students wound up so rather than a pre-war series it is produced by the Vault staff itself. Hell, I don't know, Vault Tec researching cartoons as propaganda or something.

Samurai Jack style would be interesting. Problem is, I feel like to make it really Jack like one would need to go with like the Sole Survivor's rough story.

That's a good idea, but the Fallout franchise is targeted towards kids and teens as opposed to the older base of Fallout 1. It'd need more 50's music about nukes, constant shooting, and a retarded plot to be considered palatable for Fallout 4's audience. I would watch the hell out of your idea, though. Especially because of how you're doing something drastically different with the protagonist. I presume the mutie is Frank Horrigan?

I always find AT is at it's most interesting when it's putting an interesting spin on the fantasy nuclear wasteland the show's set in. The setting is painfully underused in the show.

Yep. Though I realize this would probably set it closer to FO2 than 1 in timescale since I think Horrigan's condition occurred only about 15 years before FO2, tops.
As a side note, I also think if trimmed the details down and focused on lots of implication and show without much tell, you could ship it to kids so they laugh at the scene where the protagonist freaks out over chems like some DARE officer and his sputtering language.
Then realize two seasons later his behavior falls in line with a terrified former addict desperately trying not to fall back into habits.
As a side note, I also feel like my protagonist could use a companion.
Could just chuck a Fem!Not!Courier his way.

The more cartoonish the characters the more they can get away with violence, though it couldn't be as gory as the SPECIAL videos.
How about Animatrix styled separate short stories about different people living in the wasteland?
Different art styles would be cool too.
