Well duh. They don't particularly like earth. They just like Rose and they like being able to make choices about their own lives. Earth is just the only place where they feel they can do so. Amy is the only one who's ever bothered to connect with humanity and even she's become somewhat jaded given her immortality.

Also that type of schooling system is relatively recent in comparison to how long they've been alive. Public schools only started around the 1800's.
