That's acutally why he does quip. Stan Lee got the first few pages back, realized Spidey looked more like a villain when he was fighting, so he made him a joker to balance it out.

Salt for the wound. That issue has like 3-4 issues worth of story by modern standards, and its part of a three issue arc, so that's like 10 issues of story for 36 cents- and it was all drawn by Ditko. Fuck, It isn't even a retread of something that's already been done.

The dissonance created by his appearence and manner and his quipping makes the whole package even better. For instance, if a guy who looked like a cornball and had some silly confetti based power set went around quipping, it would be boring. You'd almost expect something stupid from that appearance.
