You couldn't get away with showing someone getting shot with a gun in material aimed at children- but you still wanted to be able to show big action scenes and what have you. Enter the laser gun sweep. You can show someone getting shot, and we, the audience, know they've been shot, but without a wound or blood to show for it, thus skirting the censor.

Samurai Jack did the same thing to work around the censor- rather than cutting people up and being covered in blood, everyone was robots so it didn't count.

In all fairness, I could imagine engineering a laser rifle that employed chemical energy to fire a laser burst.

The assumption is that a laser gun would use an electrical battery to power the shots but the problem with batteries is the same with charging speed, batteries don't change their charge state rapidly, you'd end up with powering-up guns as capacitors hold a charge large enough to produce a useful laser shot. Not going to get an automatic laser rifle that way, you'd need quick-release energy. And chemical energy is the way to go there.

Wouldn't we want that? Laser guns are apparently a nonleathal weapon powerful enough to destroy buildings and vehicles while only knocking out enemy combatants. A weapon that could be both proactive and yield deathless conflicts sounds like miracle technology that every government would love to get their hands on, though it's kind of useless for an evil terrorist organization that's evil purely for tyranny and yucks. Also the Joes never actually catch them.

Lasers aren't particularly effective weapons in atmosphere. You need huge amounts of power just to get any range on them at all. Even the early-adoption lasers the US Navy are using now are relatively small, untested in combat, and mounted on nuclear-powered vessels instead of the aircraft that the Pentagon originally envisaged (the test-bed for their prototypes was a Boeing 747-400 (the first major update of the classic 747 airframe, featuring larger wings and reduced redundant weight like the upper deck - because it needed the internal space of one of the largest airframes ever to fly in order to fit the equipment and crew for a single laser inside).

In space, maybe they'd be better, but that's a long way off.
