In the real world, I have a tough time imagining either would be able to operate for very long without getting killed or arrested.

That said, assuming we're talking mainstream comic canon versions of these characters, I'd rather have Batman.

Even as a billionaire who dresses up in tight leather and punches poor people, he still has an understanding of the circumstances that lead to crime. He still believes people and places are capable of redemption and improvement. He doesn't always use his resources wisely for that purpose though.

I'm a true Batman fan, most comics I have are his and haven't read many Punisher stories. But since I also don't live in a country with high crime rate, I'll assume I live somewhere in US in a big City.

If I were to live in a bad neighborhood then Punisher, so that my family would be safe.

If I were to live in a middle-class neighborhood then I'd go with Batman since he is more about inspiring the good in people to some extent or rather seeing that everyone should deserve to live and have an opportunity to change.
