Why is Phantom Lady such a slut?

1.) Has jack shit to do with wanking, it's just visually pleasing to look at.
2.) Sexual attraction offense makes us more interested in getting to know the character.
3.) The serious threat comes from her abilities. Power Girl could be completely naked and still be threatening.

I agree, OP. I do want attractive characters and even sexy characters but world/story coherence is just as important. They even stop looking all that sexy when they are so ridiculous in context. Sexy if possible, but practical, suitable for the situation, is ideal.

An outfit like OPs is alot more functional and practical than a full body leather suit. It impedes their movement. It's the same reason women Olympic volleyball players wear tiny shorts and tank tops, so it doesnt restrict their movement. There is no practical reason for a woman superhero with invulnerability and super strength to wear a full body suit over a bikini where she would have more movement aside from you getting triggered that she is in better shape than you.
