Nah, he's a fast thinker but he's not really a planner because he has no goals. He's pretty nihilistic, he kills people and...that's it. Really doesn't happen often, not as often as him being pure evil anyway. But Slade's a screw up and he's made many mistakes and although he doesn't wear his emotions on his sleeves, he regrets those mistakes.

I think it was for Bludhaven. Doesn't matter, the end result is the same either way. The villain commits an atrocity that's inconceivable in real world, and gets away with a slap on the wrist. How are you supposed to root for "heroes" like that? Ones who can't protect people, and having failed that, can't even take revenge for them? It was just terrible storytelling.

Another thing worth noting: this was right around the time when DC had decided to turn Cassandra Cain evil for reasons that made no sense. Now, Bludhaven was a city shared by Cass and Tim at the moment, they had moved in there about a year ago. Why didn't they use this as a reason for Cass going evil? Her murdering Slade for blowing up her city would have made so much more sense as a motive for becoming a Bat-Punisher.
