How connected to 'black culture' is Cyborg? My favorite thing about the old Static cartoon was how it dealt with inner city culture, gang violence, and poor blacks trying to both get out and stay true to their roots at the same time. Black Lightning's creator was one of those pesky smart creators who made sure he got some legal stake in his character and was entitled to some residuals. Since DC's been much more open in the last decade to crediting creators and reimbursing them for their characters being used, this has become a non-issue, which is why he's had more animated adaptations in the last 10 years than ever before.

When they do characters of color they prefer to write them as culture-neutral as people (as they would white characters) since comic book writers are largely white and might have a hard time writing about race issues beyond "why can't we all get aloooong?".

Depends. It honestly depends on how it's handled. Personally, I don't see why you would associate with BLM. The movement is pretty much a violent occupy wallstreet. It has a valid point but it does nothing and has no dialog. So it just stews and festers and becomes completely damaging to everyone and themselves.
