Steven won't become a CG, but Stevonnie will. I mean, there's so much Stevonnie development going on right now. Why else would Stevonnie need training? Stevonnie could end up being a perma-fusion like Garnet. Especially since the episode seemed to intentionally draw similarities to Ruby/Sapphire to Steven/Connie

Stevonnie is also a strong enough "gem." She held a fair fight against Jasper, and did beautifully in training against the holo-pearl fusion. (Except for the end, of course.)

So why shouldn't Stevonnie become a crystal gem? What's to lose?

It was even clearly shown at the end of Bubbled, with Steven in the captain's chair. Garnet or Pearl may have more experience and may decide on missions, but they ultimately bow to Steven's wishes.

I still think that the Temple is literally a petrified fusion, with the temple itself being a magical nougat from all the CGs.

Or threw Eyeball off a boat into the middle of the sea?
