It was made at Studio 4C, but Tokuyuki Matsutake who was director and character designer is not a studio regular. Matsutake got his start animating in Ranma 1/2 and has worked on Naruto on numerous occasions.

The JoJo TV anime is not well-animated, and as mediocre as Part 3's animation was, it had way more animation highlights(at least in the first half) than the previous ones. Parts 1 and 2 were almost slideshows for most of the part. Part 4 doesn't have as many animation highlights as Part 3, but it's much better-directed and has better use of colors.

I'm fairly sure that the base animation is from a Naruto/Sasuke fight because I recognize it. Especially when Nicole bounces to the floor then an impossible angle of the gym ceiling (between the wall and the rafters) and kicks whats-her-name back in the face.

Animators reuse animation a LOT, so it wouldn't surprise me if that's what they've done here.

After AT invited Masaaki Yuasa TAWOG had no choice but to invite poor man's Madhouse - S4°C. I was into 4°C some time ago, but I got disenchanted because they hardly ever deliver coherent product. Their works are highly masturbatory (by which I don't mean "so good one can only fap to" but rather made to satisfy themselves first and the viewer last). Like how they've produced a short based on Masamune Shirow's Orion some 6 years ago, showed it on some Festival and that's it. You can't find it anywhere (yes, I'm salty). They position themselves as some sort of R&D studio that produces some crazy prototypes and develop new styles but leave making complete products for someone else. And frankly what they do now isn't even that groundbreaking.

The segment in TAWOG was lazy, on par with shitty Naruto fight scenes (yeah, no wonder cause they are basically the same people behind the both). I mean if you are going to make a 2 minutes long scene that should be the highlight of the episode you can do better than this.

Dragon Ball mangy style flashbacks were gewd tho
