For some reason this is common in lots of cartoons considered to be Nickelodeon's worst.

Start with a few bottle episodes, then keep the rest of the show tightly centered on the existing characters. Add a maximum of 5 lines per unnamed character per episode.

If something needs to be spiced up, bring back Squilliam or SpongeBob's parents or Flats or something like that. No new characters. No guest stars. No "SpongeBob helps out a stranger."
Also, keep Tom kenny's vocal cords on ice when he's not using them.
