It would make no sense for them to take place before. Character development would have to be undone for the episode. They didn't know Baljeet or Irving at the beginning of the series and Buford was a generic bully they didn't like instead of their friend. Also, Monogram mentioned in "Gaming the System" that Doof was giving Perry a vase for Christmas. Which happened in the Christmas episode.

Continuity in Phineas and Ferb can get really dicey. There was that one episode where Doof mentioned getting a fire hydrant stuck in his leg and another where he mentions that he lost his arms and legs and they're titanium.

A lot of stuff changed as the show went on. Really got it's groove in season 2 and was going strong until the end of season 3 when they started to try gimmicky specials that made it look like they were running out of ideas.

Dan and Swampy are making a new show that starts next year called Milo Murphy's Law with Weird Al in the title role and the same writers and some of the same voice actors as PnF. It's supposed to take place in the same world as Phineas and Ferb and two neighborhoods away from Danville. So I wouldn't be surprised if characters show up every now and again.

I was really hoping, almost begging that P&F wouldn't end up being treated like a redheaded stepchild like every other animated show. It's like somewhere among all the cool shit they were doing for it they remembered it was a tv show and decided "Welp, never mind" and dropped it off the face of the earth. Like, even all the merch feels like it just got pulled off the shelves and vanished when earlier you couldn't spit without hitting something with Perry's face on it.
Frankly I was hoping they'd still keep it around in some capacity like how Invader ZIM still gets merchandise despite being dead for over 15 years until the comic.
