If the Joker has clear money or power related motives, he is predictable. That's why the Dark Knight Joker worked: His motive clearly was to irritate people and their beliefs. Which is not really predictable, at least not in any meaningful way. That Joker couldn't beat Batman in a fight, but at least he could surprise him.

Joker shouldn't be a gangster, as gangsters are a superstitious, cowardly lot that doesn't stand a chance against The Bat. He should just accumulate thugs to do his work but not live the lifestyle. Like a parody.

Then again, seeing as many scenes were cut in which the Leto Joker displays clearly erratic behavior, I still think he still could work in the role.
