What comic villain from the big two has the best motivation and characterization?

Magneto or Luthor, take your pick.

Doom and Luthor

I love Doom but his motivations can be either all over the place or not too compelling (REED-boner).
Classic Magneto is superior. Wanting to start a race war between homo sapiens and homo superior in order for his race to rally together and win is an understandable cause even if you disagree with it. And best of all, every time he fought the X-Men trying to accomplish his goals, even when he lost the battle the sheer amount of collateral damage made humans hate mutants a little bit more, the X-Men couldn't win for losing.
Probably Darkseid. The dude wants to control all free will in existence, pretty much the logical end to power in any form desu
Only one true answer.
