I think the closest thing to either was the Elseworlds called Speeding Bullets where Kal-El crashes near Gotham and gets adopted by the Waynes and named Bruce

He can't became Batman. According to Batman writers and not people like Johns, it requires a really special kind of person to be Batman.
Clark without powers wouldnt fight crime. He would either be a humanitarian in Africa helping the poor, study law and end up in the supreme court or be a politician that actually wants to help. Clark is pure good. Without powers he would find a way to help, be he woulnd had the obligation to do it with his body

Bruce was destined to be Batman, there's no way to escape that. He wouldnt be the master martial artist and would probably be more impulsive and not as analytical. For the Record, Bruce with powers always ends badly, the gay need physical limits to no go insane.

It's worth the read just to see it play out, but kind of falls into the usual problems that most Elseworlds seem to (mainly the creep of status quo stuff in where it maybe doesn't make a ton of sense).

It would be pretty interesting.

A world were the Wayne's adopt an alien child that the Government found and train him to use his powers to protect Gotham and make it a better place. He has a ton of resources since he's rich and even protects the planet from alien threats.
Clark Kent's parents were killed when he was a child by thugs when they were out watching a film in Smallville and is now being taken care of by his Uncle Alfred. He trained in his farm for years and even did some smale scale vigilante work in Smallville. When he got older, he moved to Metropolis and became Batman. He's not rich so he makes his gadgets and weapons from cheap parts.
