A lot can change in over a decade.

Shadow getting his own game was a decision made by the fans via an official poll Sonic Team made that asked which character should get their own game. Halo was super popular so running and gunning seemed like a good idea at the time. Mixing it with Sonic style gameplay, not so much.

From my understanding it was mostly Yuki Naka's desire to grow the brand. As for the guns, I'd cite Ratchet and Clank before Halo as a big influence. But why so realistic? Nack had a fucking pop-gun and they still thought it was too out of place and dropped him after Fighters. Then when they do Shadow he just straight up has a normal looking pistol and machine gun. They aren't stylized or anything to fit within Sonic's cartoony universe.

Who ever translated shadows game had some fun and filled it with corny dialog like the emphasis everytime a character cursed, while the japanese version played the edgy anti-hero hedgehog with a gun completely straight.
