Personally, I think they already have all three characters lined up to be in the game but with the poll, it tells you which character the devs plan on finishing in time for release. The other characters will be revealed later as DLC or just after the poll winner and just before the game's release.

Making characters for a fighting game takes a lot of time when you have to create the model from scratch, animate their moveset then program all the frame data into it. This usually means that the already planned characters get finished one after the other over time. So with this poll they make it look like fans actually picked the character to be in the game when they actually were working on all three and just wanted to know which one they should focus on finishing up first before the others.

Just my opinion though. Could be just what you guys are already thinking.

I think this was definitely a DLC poll. That first one he did with BB and the others was clearly one with characters who were already in and he was just deciding who to show first and the Red Hood thing was probably just to get people excited for his reveal (or maybe he might have shown Joker first if he won). These choices are odd to have together and most don't seem important enough to be on the main roster besides maybe Starfire and we already know BM is a stage hazard. She'll probably end up being in the first DLC pack, with Manta coming way later regardless of this because of movie synergy. Hopefully they get someone who looks the part to do her facial mocap, Wondy just looks weird right now.
