Yes if you define gender as the type of genitals you have. They have no sexual characteristics normally but can shapeshift to have the organs of a human of either sex. (Not sure if reproduction with non-gems would work if they tried being male.)

However if you define gender as simply a role or a way of behaving then gems could still be "female", I think. But does that cover the ones who look/act more manly? I don't really like the idea that fitting into a stereotype of a gender is what makes you that gender. It's not like gems would define themselves as girls, bc they wouldn't understand what they means.

I still wouldn't say they are gender-less, if they can control their own genders, they clearly have some form of gender, or meta-gender, if they were true neutrals, then they wouldn't be able to do that. If they are shape shifters, then saying they are neutral is kind of... inconsistent to what they have displayed. If they can change their genders at will and are shape shifters, then being gender neutral would not make sense for the most part. It makes no sense to call a shape shifting creature who can change their gender at will gender neutral, it sounds more like a SJW term applied than it does to what they actually might be as beings.

Also, there would have to be some sort of underlying, secondary tertiary gender if they can change their gender at will, some kind of meta-gender or multi-gender as I proposed.
