I honestly thought Lady Blackhawk was Black Canary with a hat the first time I saw her.

Speaking of Canary, I thought her 90s design with the short hair was Catwoman at first.

Somebody didn't read New Teen Titans or 1999 Titans nor did somebody take into account the fact Tim didn't become Batman Jr until Johns' TT which came together because of the show. Tim was a humble nerdy self insert prior to TT and Identity Crisis, both of things happened as the show was in development and going on.
The Robin was meant to be Dick, Jason, and Tim (really they probably wanted Batman Jr and just said they mashed the Robins together for it..), but Tim's contribution was pants and the staff, not the personality.
