Okay, so there's a new Inhuman who sees the future, right? He's able to predict when the Celestials are going to come and fuck Earth a new asshole and when Thanos is going to invade Earth to steal a Cosmic Cube. Carol wants to use him to prevent crimes. Tony didn't because he doesn't believe in Minority Report-esque future-crime.
In the process of capturing Thanos, Tony's best friend War Machine was killed in action. Now he's mad that his best friend was killed following the future-seer's, so he kidnapped the guy and scanned his brain.
He then found out that he doesn't ACTUALLY see the future, his Inhuman ability predicts it by taking in countless variables from the world, so now he hates it because it's profiling. At THIS point, the idea that his predictions are fallable is introduced, in the form of Carol arresting someone she is told is a HYDRA terrorist, and they can't find any proof of it, even though Carol locked the suspect up with the evidence of "I'm Carol fucking Danvers and you can kiss my fucking ass."

The closest to a grey area is the idea that you SHOULD use his visions, but let someone besides Carol make the calls because she's consistently an incompetent cunt.

As much as I love taking the piss at Hudlin, even back during Death of Captain Marvel, they were technically "able" to cure him, but there was a problem. See, his Nega-Bands were preventing the cures from effecting him. However, paradoxically, the nega-bands were also slowing his cancer down to a crawl, and if they removed them, he'd die basically immediately.

In short, the thing preventing the cure from working was also keeping him alive, if only temporarily.

Can we imagine Civil War 2 written by different writers? how about Slott or Spencer or who else has handled events at Marvel?

Not completely. It was made mostly the writers thought up what a hypothetical CWII would be about. Because they thought they had come up a story that had a finger on the pulse of today's current events, they wanted to put it in this year's slot for "summer event" to capitalize on the movie.

Then chooses to ambush him as soon as he shows up with the team she has available to her at the moment instead of calling in back up. Even if it means letting Thanos what roam the halls of an empty facility for a few minutes while they get there. Then there's this "Hydra" chick they just arrested. Ooooh there's a banker funneling money to Hydra, Better arrest her immediately before gathering ANY evidence at all. Then There's the way she handled Cho, I swear to god at this point it's almost like she's looking for fights.

Tony is definitely overreacting in general principle, but yea there is just no way Carol isn't using this in the dumbest most reactionary way possible that just proves Tony's point. Right now Ulysses looks like a loaded gun in the hands of a kindergartner.
