Reposting a theory regarding Monster Reunion, albeit more fleshed out.

I doubt it was due to them actually having a chance of losing the battle, should they commit fully to it. The concept of resources seems central to that of Homeworld, as such dealing with the rebellion personally was likely top priority up to a point of resource consumption that was deemed unacceptable. That's likely when the Diamonds switched their plan to recouping on a poor investment of resources by creating the cluster and then nuking the combatants left on earth from orbit to ensure it comes to pass, Rose and a select few allies surviving was likely something they didn't account for.
