Think outside the box. It doesn't need to have anything to do with speed.

A serial killer who has been operating under CCPD's noses for 10 years framing kills as suicides or similiar. It would call on Barry's profession more than his speed.

A mobster who wants to take over the town and has been keeping quiet because the Flash keeps on taking out all his competition, little did he know buy Barry has actually been helping the worst kind of organized crime get a foot hold in his city.

A criminal who only commits low tier crimes to juxtapose the ridiculous nature of the Flash. The Flash is a ticking time bomb with that power set, how long until he wipes out the universe trying to stop a bank robber? I would like to see a criminal who challenges him on that front, Flash stopping a burgler is like dropping a nuke on a school bully.

Darkness manipulater like Richard Swift (DC) or Grue (Worm). If he can't see where he or you are he isn't that well off.

Kinetic energy manipulator. Have it be a unconscious or very quick trigger so he can't be blitzed. So Barry punches him, and then the guy redirects it right into Barry, sending him flying. (Sort of Assult from Worm)

Combat precog. Have them also be a peak human - low level superhuman in speed and strength as even future sight could be defeated if there is no way out. There are a bunch like Midnighter (Wildstorm) to pure bullshit like Contessa (Worm)

Mirror Master

A Stranger who can be seen but their pheromones/bullshit make everybody passive and see him as a non threat. So this guy can stroll in and punch you and wouldn't go aggressive towards him. Even slit your throat. Basically Nice Guy (Worm)

Somebody who can shift parts or their whole body temporarily into another dimension. Like Shadow Stalker (Worm)

Explosive teleport. Basically the comic Peek a boo. So maybe have her powers upgrade to explosions left behind. Another example is Butcher (Worm) from Devil Child.

Butcher. This guy takes over the body of the person who kills him/her. The powers from their previous hosts transfer across in a weakened version. Have him be a suicidal psycho and is introduced as killed by one of his victims. then the victim starting killing and the police are trying to capture him, without killing him and having him take over one of them. Maybe he even tries suciding on one of the Star labs crew.

Somebody that has short term Super strength, durability and speed for a time, before needing a brief recharge period. Basically in their charged state they can wipe the floor with the Flash but he can try and gank them while recharging. Battery (Worm).

Somebody who can create a solid projection to carry out crime. Siberian (Worm)

I think pre Flashpoint they were going for this. That is essentially Wally's kids powerset and Thawne (from the future) laughed at Wally saying that one of his kids would go bad.

I was thinking that the Projection wouldn't need a direct connection to the controller like power ring users. They could however catch him by police work, like tracing the bills, instead of science mumbo jumbo or Barry going fast.

Plus the projection would be frankly unstoppable so it would be funny to see Barry getting wrecked, doing nothing to slow them down.

Another possible power combo could be someone like Purity (Worm) or Starlight (Boys). Basically flying and extremely powerful light, blinding people. Plus blasts from Purity could demolish buildings with the sheer force. Could be accomplished by a Docter Light with flight.

Maybe a actual magic user. Abra Kadabra learnt some magic from some wizard or some other villan.

Maybe also somebody who can project invisible force at range. Like Jack slash from worm, who can extend the cut of a blade at ranges of a sniper rifle. Or "a space warping effect, so any blades he’s holding have an edge that extends a horrendously long distance, all with the optimal force behind the swing"

The most basic explanation is that it's an ass pull so writers don't have to answer neckbeards at comic con who try and blend real world physics with the Flash.

In universe, it's a fundamental force that governs movement and velocity in the universe. Flash has a hardline connection to this force allowing him to perform speed based feats.

Easiest way to think of it is the force from star wars, but rather than mind tricks and big leaps it provides go fast.

They are just good examples because the author puts a lot of thought into the powers and the comic book tropes he is deconstructing. There are a ton of cool powers there. Not just strength and flight like a good portion of DC

This forces the Flash to slow down and move very carefully when fighting him, because he could be surrounded by invisible walls and he won't know it until he runs into them. The faster he is going when he runs into them, the more that shit is going to hurt.

At the same time, he has to be careful enough to dodge forcefields used offensively. How do you dodge a flying razor you can't see?

The original apperance of Promethes, back in Waid's JLA run, stopped him with a hostage situation, or rather psychology. "The place is bobby trapped to explode when anything moves fast than X, killing everyone around" (It was on the moon, so even Captain Attosecond (if that's still in continuity) wouldn't have been able to rescue anyone by bringing them outside).

how about a guy who knows that the Flash is fast and therefore makes traps that counteracts the superspeed?
Like.. let's say that you want to rob a bank. You know that the Flash is fast and will be there within 1 minute after the alarm has started.
What do you do? You hide bombs around the city which all needs to be deactivated at the same time. Then you make some "forcefield" that if someone touches you, the bombs will activate within 5 seconds or whatever.
Then you rob the bank. Sure the Flash can capture you but that will most likely result in hundreds of deaths.
The smart thing would be to let you go with how many thousands you might end up with and then let Flash just run along the way
