Not exactly the "Rae Ayanami" face and hair, but I've always liked the idea of a Teen Titans where when Raven first joins the group she tries to hide herself in baggy street clothes and avoids leaving the warded tower and supports the titans through long magical avatars, familiars, and such.
And as she (and the rest of the Titans) grow and undergo their character arcs, they get costumes closer to their classic looks. (or in Robin's case, transitioning from Robin into Nightwing)

I feel like the hood with the molded armor-pieces make it seem like the artist was having trouble deciding between a more homemade costume or something done with a "professionally done" tailor-made suit.
the overall design is fairly solid but the details sort of contrast in the 'story' the costume itself tells.
Also, my favorite supergirl costume design suggestion.
It's cool, it's cute, it's got smooth lines, it looks somewhat alien but also so familiar. I just love it to bits.

I'm not big on this as a permanent costume, but I do always like the idea of heroes having a sort of progress with their costumes, and this as a first one for Peter Parker (if 'roughed up' to make it look more homemade and thrown together).

I mean I don't get the point of trying to imply that's just thrown together proto-costume. Those Chucks alone look like they'd cost a mean penny and definitely not just something lying around. That hoodies gotta be custom too. Really the goggles and maybe the half mask look like the easiest part of that costume.

to me, it's about a character's progress being represented not just in their dialogue but in their appearance.
Going back to Teen Titans, I always wanted to see something like not just one, but a series of Cyborg redesigns that occur over the course of the run.
His first appearances would involve his cybernetics looking bulky, a bit malformed, and possess really inhuman looking aspects (like three digits on one hand) to give Victor Stone a sort of cybernetic Quasimodo appearance. this is meant to reflect how he hates his condition and feels his augments are unnatural, he doesn't like them and considers them separate from his remaining organic body. But as the run continues, Cyborg comes to terms with his state and begins upgrading into increasingly refined forms until he looks like basically the lovechild of Adam Jensen and an Apple Store.

I'd still get right of the red tron-lines and spiked gloves. The larger bat emblem I could take or leave.
