Garnets pretty anti relationship in general as being a fusion she seems to be zen by herself as it were, and not need to find anyone.

Pearl's basically his 'mom' archetype figure and later episodes imply Pearl is much much much more likely to be romantically attached to rose specifically and only her, with some ship baiting stuff regarding amethyst.

Amy's likewise less 'romantic' minded, and has her female friend if they want human gem ship stuff with her.

Lapis would have probably been the top Steven ship given her damaged and hurt nature contrasting to his optimistic accepting one, but her story arcs mostly sink that possibility and put her more with jasper (for rape love logic) and Peridot (odd couple logic)
