It's from an issue further explaining exactly what the fuck happened in Final Crisis, and it's young Bruce Wayne looking between his parents' headstones at the reader, and you can tell he sees Darkseid already, there in the future, the incarnation of the evil he will dedicate his life to destroying.

I guess it could be. Call it a misstatement of an oversimplification that has later changed as understanding of the problem improved. It should more properly be "there is no configuration that cannot be solved in X moves" where X wasn't known but as I understand it proved to be at least 18.
So if it was 18, a configuration that provably required 19 moves would be an impossibility that defied order and the Anti-Life Equation.
To me that would have been awesome but I won't quibble too much about a writer getting science stuff wrong. It was still cool.
