If they don't have Rebirth on the cover, they aren't part of it. They didn't end the entire line, because they are taking things slow and launching all 52 comics in one month. It's much smarter to do it this way.

They aren't really tie-ins. The Rebirth specials for each book are essentially just #0s that are clearing up the status quo for books that are going to get a big shake up.

If it's not labeled 'REBIRTH' really big at the top of the cover it is not worth reading and probably won't be canon within the next year or so.
