I feel like there was a period of time in the early 2000s where a bunch of cartoons were coming out with a cyberpunk aesthetic.
Was it just because of the Matrix?

You think Zeta will ever pop up in the comics again? Or at least in a future Batman Beyond comic? At least I need a conclusion to his story (Did he get his freedom?).
I just finished BTAS, and JL/JLU. Should I bother watching Batman Beyond, or just watch The Batman?

Watch both.

In my opinion, Batman Beyond is the second best series in the DCAU.

Pretty sure cyberpunk was fairly big in the nineties. Not in the media really but it was growing in popularity throughout the decade. Then again I have no idea what the shit happened in the nineties. I was 7 by the millennium.
There was a general late-90s early 2000s "The Future is NOW!" mentality. Its why The Matrix became popular in the first place.

You are correct

Don't forget Return of the Joker as well

Enjoy.
I just started rewatching Batman Beyond, after maybe 15 years.
Blight is such a great character.

It began getting popular in the late 80s and carried over to the 90s. I would credit stuff like Hackers and Total Recall more than Matrix
Matrix, Johnny Mnemonic, Hackers, leftover Blade Runner, Aeon Flux.
