Doc Savage isn't public domain, though. I mean I really wish he was since it's not like Conde Nast was using him for much during the last two decades other than a few comics and pulp reprints.

You could use Doc Strange (not the Marvel comics character but the Nedor Comics guy that Alan Moore decided to use for Tom Strange) since he was kind of a Doc Savage knock-off. Just remember that his name is Hugo and not Tom even though DC has a Hugo Strange.

There's something about him that works well in text but not in comics. It also probably doesn't help that elements of him are incorporated into superhero comics already (Batman is like Doc in that he's trained to do just about anything, and the utility belt could be seen as being inspired by how Doc always had a bunch of devices at his disposal. Doc had a Fortress of Solitude in the arctic decades before Superman, the Baxter Building can be analogous to Doc using the Empire State Building as his main HQ, Monk and Ham's bickering precedes the in-fighting of Silver Age Marvel heroes, and so on).

The Rock is literally one of the hands-down most bankable actors in the business right now. You can criticize his films for being hollow or low-brow, but they make a shitload of money every time.
