I'd argue that superhero "culture" didn't really start until supervillains -- particularly the more colorful/cartoony ones -- became a standard part of cape comics.

I know that Action Comics and other things didn't have supervillains in the very beginning, but I'm not sure when the "first" Saturday-morning-esque supervillain was introduced.

I think it was already building up and was inevitable with the hero pulps, but Supes definitely shaped how it turned out. There's no telling if another character could fill the same role or what would be different if they did.

Whenever Jerry Siegel stopped writing superman but DC just found a new writer, that was what started the whole /co/-like culture.
An industry based on fanfiction.
All it would take is simply taking the same characters and changing the look and names.

For DC it's intentional now that Flash causes the continuity shifts.

It started because Barry read flash comics, and if he was reading Jay Garrick comics that had superman in them and Barry hangs out with superman, there's a continuity problem. Thus, parallel universes.
