I think it's because they've nailed the portrayal of Steve so well, and Evans has suggested he wants to retire from acting, that people want him to go out with a bang rather than a slow decline in quality.
Couple that with the fact that they've also nailed Bucky and Falcon, arguably making them more interesting than their comic counterparts (particularly in Falcon's case) that folks are excited for one of them to inevitably take up Caps mantle.

So in sum, Tony and Wanda were both better characters in Civil War than they were in AoU.

And this the Russos brothers we're talking about, they know Cap's character better than any other director and they're not going to give Tony the spotlight as the team leader.

And people haven't really being paying attention, but Cap is popular now. He used to be a complete joke and he wasn't exactly the most popular avenger in the first film, but now he's gotten a surge of popularity since then. I think the big problem with Age of Ultron was that it had way too many fight sequences that it came off as fast pace and all over the place.

I do wonder if this was mainly Pearlmutter or some executive who thought that the fights were more important than the character moments, because the Thor deleted scenes should have been essential for the films.

Fugitive or not, Cap is a fucking living legend. Hell, a lot of people think Snowden is a hero and he never did anything prior to his super illegal whistleblowing. Steve saved the world a bunch of times and was a decorated war hero.

Meh the Russos already entertained a 50's Cap and a Cap as a legacy at some point before CW became a thing so I can also see them do that.

That's because it's not about how many characters you have, it's about having a single cohesive story to tell with them. Markus and McFeely and the Russos proved that already with The Winter Soldier. Count the amount of Marvel comics villains it had. It's more than Spider-Man 3. But they were telling a single story using those villains, so it never felt like disconnected elements. Age of Ultrun was just Whedon knowing he only wanted to do one more movie, but still wanting to put in everything he wanted, and at the same time, all the things the studio wanted too.

Eh... the biggest problem of AOU is, as an avengers follow up, it's too similar to the previous movie. Also, it doesn't do what the first movie did better. CW doesn't feel like any of the cap movies, or any of the avengers movies recycled.

AoU's tone is also so much lighter that the dire needs of a scene don't feel like they're there and the villain doesn't feel formidable or like a threat. It's not necessarily bad to copy a previous film, but it just didnt do it better.

I didn't really care for TWS that much, I didnt have a hard on for the russos after I saw it, I wasnt disappointed though. Wheddon just wasn't cut out for this, his fault for trying to write and direct all on his own. CW had a pair of writers and directors, it seemed to work. Id be happy to give wheddon another chance, as long as he is not the sole writer/director of the project.

I can understand being disappointed that it didn't try to get more serious than the original movie, or experiment more. But pretty much every single aspect was either as good or improved from the first.

The one thing it did less well doesn't objectively make it worse, but it does lessen the "Oomph" factor: The Avengers built on the plot threads of four movies leading up to it, and so it felt like a massive event. AoU was a direct sequel to The Avengers that pretty much completely ignored the rest of Phase 2.

Age of Ultron felt overpacked, because it tried to use all of its expansive cast, it kept everyone on the boat and gave them a role to play.
CW didn't even try. They threw in a bunch of heroes with paper-thin motivations and then dumped them like dog poo as soon as they were done with their job. You can forgive that in favor of the central characters and their conflicts, but you can't possibly claim they did it better than AoU.

And frankly, Zemo's plan was brilliant, but the guy was no villain. The movie didn't have any.

The Vision scene made me laugh, but I'm not really a fan of wisecracking as it's called. The funniest lines to me in Civil War were serioius lines delivered in a way that was situationally funny, like Tony's annoyance with Ant-Man or Vision's "pinch" of paprika.

I remember almost groaning aloud at that. Not at the death itself, but the way it happened. Not only was Quicksilver an underdeveloped character who never reached the point where the audience began to care about him, it was a death with very little visual impact (he took a few bullets) and yes, a quip with his last breath. Whedon must've been smoking.
