It brings up an interesting question - who is more dangerous, the person who had always been bad or the good person driven to badness? I suspect the latter, simply because it would be easier for a corrupted good person to know how to make good people suffer. This is what I think happened to Bellwether.

The funny thing is that Bellwether might have gotten away with it if Judy had done the logical thing?

I.e. first thing she does when getting back to the city is to go to Bogo's office, tell him about the nighthowlers, and get in contact with the doctors in charge of the savage predators' care. Any lead is better than none so they'll look into it, confirm nighthowlers are the cause, and announce that publicly, while they may not find the chief conspirators (Bellwether would quickly destroy all the evidence that could trace to her before ZPD can get to Doug) this is the quickest and safest route to the outcome that matters most which is stopping the race riots.
