If senators don't count (yes, I'm referring to the faggot that created the CCA), then the guy running DC in the late Silver Age and beyond. Can't even remember the faggot's name, but he was responsible for the bad business decisions that made DC implode in the 70s and took the industry with them. That's why comics left newsstands and grocery store spinner racks and ended up in specialty shops.
