Nah, just go with the original T-Bolts. Better than giving people OC hero identities. Also can't really see any of those characters turning against Zemo in the climax because they like being heroes outside of Songbird, Ghost, and maybe Moonstone.

I like the logic that Luke Cage stated for having Crossbones on the team. Working alongside a psychotic Nazi who murdered Captain America is more likely to make the other members of the team steer away from him and embrace the rehabilatory aspects of his Thunderbolts team.

However, if they went we Zemo's version of the team to start with, they could give Crossbones a new superhero identity, or keep him on reserve and deploy him steathily in emergency situations (similar to Bullseye's role in Osborne's Thunderbolts).
