TTGo was the highest by a landslide, with everything else pulling in half the ratings it was, but aside from Go SU was the highest at that point, with a clear path of growth over time with it.

Not sure what it'd be now, but CN is still pulling in the best ratings among children networks.

Cartoon Network is kinda hell to run when you think about it. They have tons of original properties they need to balance and shift around based on ratings. it's like that with all the kid-centered networks really. They use their own shit mostly and don't just get stuff from fox or whatever like Comedy Central does.

Then you have the fact that cartoons require completely different planning limitations. You can expand or chop up a cartoon much easier than you could Game of Thrones. Even sitcoms have to worry about live production while cartoons really just need time to make (outside of South Park).
CN can do this wishy-washy shit cause of the nature of their programs, but they're failing hard with things now that they're getting back their popularity and dealing with some more story driven cartoons.
