This reminds me of an old CBBC show, where this brother and sister's parents go to a hypnotise night at event, get hypnotised but it doesn't completely wear off. So, every so often something happens to trigger the parents into acting like 5 year olds. The children then have to look after them. Hilarity ensues.

Imagine rather a world where a contagious disease stops growth in children. Those who are touched by this disease before puberty are doomed to stay children until death, which means they can't reproduce.
This brings two consequences:
1) The percentage of children is growing as measure as the elder fade away. Will child labor laws be abolished? Will society see old children as adults or as children?...
