Nope, they succeeded. There are certain caveats

1. The cocktail and audio/visual stimuli used needed to be reapplied almost daily
2. The effects and toll it had on the body was severe and would leave the subject unfit for "activities" within only a few weeks time, sometimes shorter depending on the individual, but they were studying how to make it potentially permanent toward the end

The Andreyko run was an editorial mandated mess to make Batwoman more street level instead of supernatural/spy/ thing.
