Gotham (and DC's new jersey in general) got mostly Polish, irish, and Italian migration (that's the reason behind all those catholic churches), russians and eastern europeans, Chinese and japs. The city doesnt have a big black population. Central city is probably the only big city in the DC universe that has even less blacks.
